Roads 2000 programme

National coordination and steering committees have been established with representation of the key stakeholders in road works in Kenya; Kenya Roads Board, Ministry of Roads and Public Works, Ministry of Local Government and Development Partners supporting the strategy.

A draft Strategic Plan to guide the implementation of the Strategy has been developed and will be finalised and launched in April 2004.

Work on harmonising planning, reporting and monitoring systems is ongoing in order to have common systems for use from July 2004.

Training syllabuses for small and medium scale contractors as well as supervision staff will be further developed and harmonised with the support of an ILO/UNDP funded project that will start in March 2004.

A review of current district based contract documents is also foreseen in the near future in order to increase the use of district based contractors and get better value for money.

Nyanza Province:
All districts in Nyanza apart from Nyamira will be part of the SIDA supported Roads 2000 Nyanza programme that will start in July 2003. Nyamira District will be part of a KfW (Germany) supported Roads 2000 Programme that is scheduled to start beginning of 2005.

Western Province:
The Government of Kenya is currently requesting several development partners to consider supporting the Roads 2000 Strategy in Western Province. With or without development partner support the strategy will be implemented in Western Province during the financial year 2006/2007.

Rift Valley Province:
African Development Bank will support a Roads 2000 Programme in 8 districts, Trans Mara, Narok, Kajiado, Uasin Gishu, Keiyo, Trans Nzoia, Marakwet and West Pokot. The programme is planned to start during the 2004/2005 financial year. Nakuru, Bomet, Buret, Kericho and Nandi districts will all benefit from the KfW (Germany) Roads 2000 Programme expected to start beginning of 2005. The Government of Kenya is currently requesting several development partners to consider supporting the Roads 2000 Strategy in the remaining districts, Baringo, Koibatek, Laikipia and Turkana. With or without development partner support the strategy will be implemented in these districts during the financial year 2006/2007.

Central Province:
The Roads 2000 Strategy has been implemented in Nyeri and Kirinyaga districts since 1997. This support will be completed in June 2004. Nyeri and Kirinyaga will then continue to implement the strategy using fuel levy funds.

AfD (French development bank) will support a Roads 2000 programme in Nyandarua, Muranga and Maragua districts. The programme is expected to start during the 2004/2005 financial year. The Government of Kenya is currently requesting several development partners to consider supporting the Roads 2000 Strategy in the remaining districts, Kiambu and Thika. With or without development partner support the strategy will be implemented in these districts during the financial year 2004/2005.

Eastern Province:
Eight districts in Eastern province, Makueni, Machakos, Mberre, Embu, Tharaka, Meru South, Meru Central and Meru North have been supported under the EU funded Roads 2000 Programme from 1997 to 2004. Although the programme did not achieve the expected results the EU has indicated that it is willing to support a second phase which will follow the Roads 2000 Strategy more closely from the financial year 2004/2005.

The remaining districts in Eastern; Kitui, Mwingi, Isiolo, Samburu, Marsabit and Moyale will be included in the strategy during the financial year 2006/2007 using fuel levy funds. The Government is currently seeking development partner support for these districts.

Coast Province:

4 districts in Coast province, Kwale, Kilifi, Malindi and Taita Taveta are implementing the Roads 2000 Strategy with funding from the fuel levy. These four districts were previously supported by DANIDA from 1999 to 2003. The remaining three districts, Mombasa, Tana River and Lamu will be included in the strategy during the next financial year from July 2004 to June 2005 using fuel levy funding. The Government of Kenya is currently requesting several development partners to consider supporting the Roads 2000 Strategy in Coast Province.

North Eastern Province:
The four districts in North Eastern province will be included in the R2000 Strategy during the financial year 2006/2007 using fuel levy funds. The Government is currently seeking development partner support for these districts.

Urban Areas - Ministry of Local Government:
Although most road works in urban areas already utilise labour extensively minor works funded by the Fuel Levy funds in all municipalities will from the financial year 2004/2005 follow the Roads 2000 Strategy. Possible development partner support will be explored at a later date

KWS:
Although KWS might not me able to use as much labour as other road agencies due to the wild animals in the parks they will still be required to follow the R2000 strategy for all works funded by the fuel levy from FY 2004/2005.
